@technastic_tc At least to me, it seems "paytime" is a mistake and that line should read "so I thought it is time to give something back" but I don't want to edit it, just in case I am wrong and change the posts meaning.

I don't think this one will close, I think the 10th anniversary thing should make it OK. I wonder if, rather than people copying answers from that post to this one and having duplicate answers, perhaps a mod could merge them?

If you want to know what happens when a mod is inactive and what to do about it, this is a different question and is a valid concern but asking why a user is inactive is asking about that users own business.

What happens to all the points when my bounty expires?
You had a whole week plus a 24 hour grace period to award the bounty. As you didn't award it and no answers have a score of +2 the rep is just gone and no one gets the bounty. See here for more details: meta.stackexchange.com/questions/16065/…

How are migrated questions to askubuntu treated when are actually off topic?
I would VTC that post but the bounty, set by OP, prevents it (a ridiculous system IMO as a bounty does not make a question on topic but that is another debate) and no one can close it until the bounty expires. IMO if the OP didn't bounty this it would be closed, though I could be missing something.

Here is a related post from Meta: meta.stackexchange.com/questions/283463/… At the time the CM who answered indicated this been such a rare occurrence that a category for this was not needed. That is not to say things haven't changed over the last four years but it shows what people were thinking about this.

Someone could pull some hard data on this from here: data.stackexchange.com/askubuntu/queries perhaps something on answer rate or active users? I am not much of a developer and so couldn't get my head round it but others might be able to.

How to deal with low quality/duplicate questions which already have comments/answers?
If you think the questions are duplicates, flag them. If you think they are low quality, vote them down. I think people here are already quite strict about closures but there are far more people asking than answering, so they can slip through the cracks. I don't know that super user is any better at closing questions than here but I could very likely find examples there that slipped through too, it is not a perfect system.

Close Voters: Questions about upgrading EOL releases aren't off-topic
The third link is asking that people don't close EOL questions indiscriminately, the same as you ask here, just in a more general way but my point is mostly that this comes up quite a lot.
