Were the "pre-canned" comments intended to be brusque and condescending? If so, why?
Ask Ubuntu is still a friendly place. The first comment is not a canned comment (at least not a default one AFAIK), the second one is a review auto comment, exactly the kind people are discouraged from using. The anonymous review comments are a network wide thing, I guess they are mostly for SO. If you see one of these comments you can flag them for a mod and they will remove them. Don't let some rubbish comments make you think no one cares any more, people still do.

Out of context comments from the community bot
These aren't bots. The review queues allow people to leave comments as community for some reason. If you look at the timeline you can see first post review was completed and the reviewer chose to share feedback askubuntu.com/review/first-questions/1182846 Also see meta.stackexchange.com/questions/369272/… and meta.askubuntu.com/questions/19782/… It is very confusing and deletes the point of leaving review feedback IMO.

Which is better: editing someone's old but outdated answer to keep it up to date or making a new answer and adding a note to the old one?

Why was my answer flagged as missing sources?
"one can't tell who decided to leave the comment" You may know this but for those who don't, you can still find who left the comment (you still can't tag them in comments though as far as I know) by going to the timeline and just clicking on the review task that says community left a comment, it will take you to the actual review and show you who made it. This could be an oversight but it works. I guess you need 3k rep to see this.

So this is weird but the community user didn't leave that comment a reviewer did from the first answers queue, share feedback option. This means it wasn't some sort of automatic message and that user would have to come and explain what they mean here, I don't know what they mean or why they chose to post with community (no comment replys?, seems to defeat the point of leaving feedback IMO). Title of page does not reflect suggested edits
I don't know if this is a bug exactly. When you suggest an edit, you and you alone see a preview of the edited page but the actual page doesn't change until approval, so the page at that address absolutely still gives the original title and not the edited one. That's not to say they won't change it, if they can, just I don't know if it is a bug per say.
