These will empty the file if it exists (well, not touch, the other two) but are not needed to create it. There is absolutely no need to create a file before using it on Linux. If you attempt to write (using any method) to a non-existent file, that file will be created. The main point I was making in the "General" section is that downvotes happen, they can happen for any reason at all. Don't take them so seriously.
