Why is stack overflow asking me to vote for moderators?
Well, the page you linked says “Any community member with 150 reputation may vote in the election.”, so that seems to be the way it is. Are you asking why this limit is so low? Isn't this rather a question for meta.SO?

This is not a forum, please take the tour and read How to Ask to familiarize yourself with our format. The question was closed for a very good and clear reason, just read the box and follow the links there to learn what's wrong with it and what you can do about that.

Reviewers strange behavior
It's not new that in review some things slip through (uh, that rhymes), I think you're totally right. I don't get the whole last paragraph though.

Should questions be closed as duplicates based on warnings when the actual issue and error messages are unrelated to the linked question?

Please don't close questions that are for "developers"
Plus, it's a bug and "Bug reports and problems specific to development version of Ubuntu should be reported on Launchpad so that developers can see, track and fix these issues."
