Why do you not review?
I simply don't have enough rep to review. I like to help with the reviews queues, but 3k (and 2k, even 500 rep) is quite a number to reach!

Precisely! I think that it should be general policy to flag or comment before downvoting. Spam should be downvoted as soon as you see it and certain very bad answers/questions, but very sparingly.
