Something I've noticed in the brief time I've been a moderator is that most of the "not answer" flagged posts have one word in common: same. They're usually posts saying something along the lines of "I have the same problem" and don't usually provide an answer.
Most of the time they should be comments but because the way the reputation system works, new users can't comment so use the answer box to make themselves heard. I personally thing this is a huge design flaw (as I've said before) because it trains people into the wrong behaviour.
So assuming we can't lower the commenting boundary to 1, can the system at least look for the word "same" and make the user aware again that they should only post if their answer is actually an answer to the problem.
Failing that, a convert-to-comment link on the flagged pots page so it doesn't take 5 clicks to commentise and dismiss a flagged post.
