Flagging for closure like this is only available to users with less than 3000 reputation, after which users can instead cast close votes directly. Those close votes are what actually cause a question to be closed. When you flag for closure, it places the post you have flagged in a queue where it is reviewed by users with enough reputation to cast close votes. Users with enough rep to cast close votes get a close link next to their flag link, so they don't need to go through the flagging dialog. (They actually still can do so, but they are casting a close vote rather than raising a flag.)
