What do I need for being able to migrate questions to other Stackexchange sites?
Might this change in the future?

Prevent bumping an old question when editing
@Stefano: the main reason for such a feature would be preventing new, relevant questions being pressed down by accepted questions which have small typos in it. I always try to edit as much as possible, but that's not always possible.

How to defend against negative incorrect votes
Being a Critic isn't bad. It's worse to leave an answer with upvotes if it's incorrect or even harmful. I also downvote non-constructive, subjective questions with titles like "Why does X not work in Ubuntu? Nothing works!" and a body full of rants.

[screen] vs [monitor]
A tag can be made a synonym of another, in which case the tag will be converted automatically to the other one.

[screen] vs [monitor]
@CYREX: Okay then, so we should make
screen
a synonym to gnu-screen
(with screen
redirecting to screen
) and monitor
-> display
?
comment
[screen] vs [monitor]
@CYREX: The display tag already exists. I'm not sure if it's a good idea to refer
screen
to gnu-screen
, questioners often put it in place of monitor
.
