The devs don't decide the codename. Mark Shuttleworth does and he announces it on his blog shortly after the previous release.

Wine is a compatibility layer which stubs in its own implementation of Windows system calls. So, for the most part, it has to do with the Linux kernel and not Ubuntu. However, it is available through the Software Center. It does use userspace libraries. I see no reason to disallow questions for those reasons.

Slight sidenote - Mods != staff for the app. This is a completely separate venture.

It's not like I compiled it into the application (well, except as a default). Any staff member can change the triggers.
