Is a downvote troll targeting me?
Ask Ubuntu also does downvote pattern checks, so if there is a pattern of someone downvoting you maliciously the system has measures to detect and reverse this.

Is Ask Ubuntu "official" Ubuntu?
This hasn't changed in the years since. Stack Exchange still runs Ask Ubuntu and Canonical does little to no interference with it's operatoin.
