@SnakeDoc - dealing with EOL questions has been discussed many times over many years. The last time we debated this was here and the consensus of the community was closing EOL questions for the reasons discussed.

@Mike - if the answer is genuinely a comment (looks and smells like) then flag. If the answer is a genuine attempt - even if its poor answer - downvote dont flag. Downvoting should be the default position to deal with "little" bad answers.

An answer that has received up votes (but is not your answer) will receive half of the bounty if you yourself have not awarded it.

you could add two "poll" answers - one saying "yes please - make this so" ... and the second saying "no thanks - leave it to me" and leave it to the community to vote appropriately.

actually - we ourselves cannot answer that one. Its not for us to call for an election. Stack Exchange mods do this. lets wait for a SE mod to reply to this.
