The criteria for being able to use a question as the target of a duplicate closure are the same as for the system to consider a question answered: it must have at least one answer with a positive score, or an accepted answer with any score (or both).

But I guess what could be considered "Canonical" is the initial set of actions, commands to try, information to post in a prospective new question.
