The recent change to post notices does not change which posts are visible. It changes what information about their closure is visible. When you're logged in, you've probably seen text in post notices like: (Viewable by the post author and users with the close/reopen votes privilege) That text is referring to some of the information in the post notice ...

Questions that are actually of the simple form which kernel does major version come with? may, I think, be closed as duplicates without any meaningful loss. However, questions like Which Ubuntu version has the 4.0.6 kernel which supports L2TP VPN? should not be closed as such, since their details provide the potential for (and perhaps require) material that ...

As karel indicated, this already is done for you - right under the question's title is a box where it shows the link to the duplicate. In the mobile app, this is along a bar/box at the bottom of the post window/screen. It says that the post is marked as a duplicate, and there's a nice little info button there that'll show you details of the duplicate and ...

With the recent redesign of post notices w.e.f. Dec 5, 2019, the banner has been reduced to just one and that too appears on the top eliminating all the confusions which were present before. Unlike then, now users with less than 3000 reputations aren't shown the close voters. For them the banner looks like: But for users with 3000 reputation points or more ...

To me it seems to be a fairly valid duplicate. In the closed question, nothing about selecting desktop environments is indicated; it only say that OP has a problem with the boot logos showing incorrectly. If this is the main problem, it should be made more explicit. If the question is about how to select the DE to use on login, they should ask that ...

I added your suggested post to the list of duplicate targets for now, although I don't really feel that either fits 100%. As vidarlo already expressed in their answer here, the original question is really quite unclear, and it might also potentially get removed completely in the future. We will see.
