Yes
We don't need those many tags. Because, the questions under those tags are very similar. And the burning seems more generic. So, it should be the master tag

Why is the review time "come back" period variable?
Your counter resets at UTC 0:00. So, if you completed review at 22:00 UTC, you need to wait 2 hours. If you did at 1:00 UTC, you need to wait 23 hours.
