I'm banned from flagging but I don't know why?!

I flag these three answers as very low quality:

• Can't uninstall any apps from Ubuntu Software
• https://askubuntu.com/questions/1020571/struggling-with-apt-trying-to-install-vlc-media-player/1020574#1020574

These answers are not about the OP question and I report them.

As you see, these post are removed because of their quality (I don't know by moderators or by the one who answered), but I see this phrase in front of the flags:

declined - a moderator reviewed your flag, but found no evidence to support

So what's wrong with my flagging?
