I would go with what is the most readable and easy on the eye, which is lowercase with (optional, but I'd personally recommend it) capital first letter. ALL UPPERCASE IS UGLY AND HARDER TO READ and should only be used when one wants to strongly emphasize and differentiate a word from the rest, which is not necessary when using <kbd> tags.

I’d look at the archetype: My keyboard actually says Strg , but I’ve never seen it written all-caps on a real keyboard. If you’re talking about the different formats on help pages etc., that’s a bug IMO. It’s not the only one…
