I would say that unanswered questions should be marked as dupes of answered ones (as as previously stated you can't mark a question with upvoted and / or accepted answer(s) as a dupe.

However, if there are upvoted and / or accepted answer(s) in a number of similar questions they should be flagged for merging. This to me is the most logical approach.
