If it's a first time questioner and the answer worked for him he might be off to the races and not bother coming back to up vote the answer. Or there might be stellar answers getting up-votes on the question and the good answer is simply ignored. There's probably lots of other reasons for zero votes when the answer shouldn't be "punished".
