I recently came across this question https://askubuntu.com/questions/742541/how-to-workaround-update-rc-d-error-no-runlevel-symlinks-to-modify-aborting and at a first glance I assumed it was off-topic because it would serve better as a bug report on LaunchPadLaunchpad, however when I read it through more properly I found that the person had already reported the issue in 16.04 on LaunchPadLaunchpad (as they had linked the report), and were now just looking for a simple workaround until the problem was fixed...

So should I still VTC it as off-topic? And future questions of this sort?

Should a question asking for a workaround for a problem in an in-development version be closed as off-topic?
